Our Board of Directors

Derbyshire Healthcare NHS Foundation Trust is run by a Board of Directors made up of Executive and Non-Executive Directors. Meetings of the Trust Board are held in public. Details of upcoming meetings and a list of Board papers and agendas can be found in our Board Meetings section.

The Trust Board of Directors has a responsibility to make the best use of financial resources and deliver the services people need, to standards of safety and quality which are agreed nationally. Read on to learn more about individual directors and the Board's overall responsibilities.

Our Executive Directors

Ifti-Majid-Chief-Operating-Officer-WEB.jpgIfti became Chief Executive of Derbyshire Healthcare on 6 October 2017, having served as  the Trust’s Acting Chief Executive since 26 June 2015.  

Ifti qualified as a Registered Mental Health Nurse in 1988, training at St George’s Hospital in London. He has held a range of clinical posts in adult mental health services, both in acute inpatient and community settings.

Ifti has worked for the Trust and its predecessor organisations for many years in a number of roles, starting as a Community Mental Health Team Clinical Lead in 1997. Ifti also completed post-graduate management studies at Sheffield Hallam University with a particular interest in business process redesign.

Claire-Wright---Finance-Director-WEB.jpgClaire has a BA (joint hons) from Keele University and worked in the private sector before joining the NHS Graduate Training Scheme in 1995. She has been a fully qualified Management Accountant since 1999.

During the last 18 years in the NHS Claire has relished working in both Acute and Mental Health provider organisations mainly in finance but also in wider management roles.

Claire joined the Trust in 2003 as Deputy Director of Finance and was appointed as Executive Director of Finance in October 2012. She was appointed Deputy Chief Executive from 6 March 2017. 

As Executive Director of Finance, Claire is responsible for the Trust’s strategic financial planning, establishing the financial framework within which the Trust operates, the financial control and the financial performance of the Trust, and ensuring that the Trust meets its statutory and regulatory financial requirements. Claire is also the Trust’s lead director for Procurement as well as Estates and Facilities.

John-Sykes-Medical-Director-WEB.jpgJohn Sykes was born in Manchester in 1958. He qualified at Sheffield University Medical School in 1981 and became a Member of the Royal College of Psychiatrists in 1985.

From 1986 onwards he was Lecturer in Psychiatry at Sheffield University where areas of special interest included the Psychological Effects of Spinal Cord Injury, Cognitive Psychotherapy and Systems of Psychiatric Classification. He was appointed Consultant in Old Age Psychiatry in 1989.

He was Chair of the Medical Staff Committee of North Derbyshire’s Community Health Care Services NHS Trust before becoming Medical Director of that Trust in 1999. He was Joint Medical Director of Derbyshire Mental Health Services Trust from 2002 until becoming the single Medical Director in June 2006.

Mark-Powell-WEB.jpgMark started his NHS career within public health in 2002, where he oversaw the development and delivery of community public health programmes, including one of the first NHS community-based childhood obesity programmes.  

In 2006 Mark moved into a more strategic role for South Staffordshire Primary Care Trust as Associate Director of Performance, before taking on wider responsibilities including commissioning, contracting and performance management.  

In 2010 Mark moved to the acute hospital sector, working for Burton Hospitals NHS Foundation Trust as Associate Director for their Surgery Division. He then took up the Board position of Executive Director of Operations, which he held for two and a half years.   

Since joining Derbyshire Healthcare, Mark has led the Trust’s business and transformation functions and wider partnership work across the city and county. He has also been responsible for procurement and contracting.

On 1 October 2016, Mark was appointed as Acting Chief Operating Officer (COO). On 20 November 2017, following a full recruitment and selection process, Mark was appointed the substantive Chief Operating Officer. He is responsible for leading the delivery of Trust services and operational performance.

Carolyn-Green-WEB.jpgCarolyn has worked as a qualified mental health nurse since 1995.  

Working in the west and south of London, she spent the majority of her nursing career working in inpatient care.

Throughout her career, Carolyn has taken a family-orientated approach to service design in her early intervention in psychosis, adult mental health and CAMHS roles.

She has a Masters in Health Service Management and has been a Senior Lecturer and a Visiting Fellow.

Carolyn is committed to personalised care recovery principles and seeks to involve people with lived experiences of mental health services in service evaluation, education and quality improvement programmes. She has always embraced technology and innovation and has designed many technical solutions to clinical practice challenges over her NHS career.  

Carolyn relocated to Derbyshire to become the Trust’s Director of Nursing and Patient Experience in 2014.

Amanda joined Derbyshire Healthcare on 5 September 2016 and, since 1 April 2018, has led an integrated workforce and organisational development team (People Services) between Derbyshire Healthcare and Derbyshire Community Health Services (DCHS).  

Amanda joined the NHS in April 2007, having previously spent her career in the private sector; mainly for Caterpillar – Perkins Engines Co Limited and British Sugar.

Amanda has an MSc in Management, and is a fellow of the Chartered Institute of Personnel and Development.

Gareth Harry 200x200.jpgGareth began in post as the Trust’s Director of Business Improvement and Transformation on 1 June 2018. Gareth joined the Trust from his role as Interim Director of Contracting and Performance for the Derbyshire Clinical Commissioning Groups (CCGs) and Executive Lead for Hardwick CCG. 

A resident of Derbyshire, Gareth has also previously held posts within NHS England and NHS East Midlands.  Gareth is familiar with the Trust’s services, funding and challenges through his role at Hardwick CCG, the lead commissioners for mental health services.

Justine joined the Trust from University Hospitals of Derby & Burton (UHDB) NHS Foundation Trust, where she was the Deputy Director of Governance. She brings a broad range of experience in regulation, statutory and legal compliance.  

Justine's responsibilities include arrangements for the Trust Board, Board Committees and Council of Governors, alongside membership, legal affairs and Freedom of Information. 

Our Non-Executive Directors

Caroline-Maley-WEB.jpgCaroline Maley became Chair of Derbyshire Healthcare NHS Foundation Trust on 14 September 2017. This followed a comprehensive recruitment process, and ratification of the appointment by the Council of Governors on 13 September 2017, after her initial appointment as Acting Chair on 1 January 2017. 

A qualified chartered accountant by background, Caroline brings to her role more than 30 years of experience across the NHS, the private sector and education. Her most recent executive position was as Chief Operating Officer for the National College for School Leadership, where she oversaw all corporate services and was a member of the strategic leadership team. She was previously Chief Executive of Derbyshire Health United, the out-of-hours medical services provider in Derbyshire, and has held non-executive roles within higher education and the private sector.

Caroline first joined the Trust in January 2014 as a Non-Executive Director and Audit Chair. From 30 October 2014 to 31 December 2016, Caroline was the Senior Independent Director for the Trust.

Caroline's current three-year term end date is 13 September 2020.

Richard-Wright-NED.jpgRichard Wright, chair of Sheffield College and executive director at Sheffield Chamber of Commerce, was appointed as a Non-Executive Director for Derbyshire Healthcare NHS Foundation Trust on 18 November 2016. He was appointed Deputy Chair on 6 August 2019.

Richard, who lives in Nottinghamshire, is committed to working with organisations that can have a significant impact on his local population and he is particularly interested in exploring the opportunities and challenges the Trust has to tackle. 

Richard was reappointed for a second three-year term of office until 17 November 2022.

Margaret-Gildea-WEB.jpgMargaret Gildea was appointed as Non-Executive Director on 7 September 2016.

Margaret brings a significant level of experience to the boardroom in terms of employee engagement and culture change. Margaret is a practised HR professional with 30 years’ experience in increasingly senior roles at Rolls-Royce, culminating in being the company director of learning and development and divisional executive vice president of HR. 

Since 2009 Margaret has worked as a freelance HR consultant specialising in areas such as strategy development, leadership and organisation design. She has coupled this with other Board appointments and is currently a non-executive director for Derwent Living. 

On 1 January 2017, Margaret became the Trust's Senior Independent Director (SID). Margaret serves as a sounding board for the Trust Chair and an intermediary for the other Directors if necessary. The SID is also available to governors if they have concerns that contact through the normal channels of Trust Chair, Chief Executive Finance Director or Trust Secretary has failed to resolve or for when such contact is inappropriate. 

Until 31 August 2019 Margaret was the Non-Executive Director Freedom to Speak Up lead. 

Margaret was reappointed for a second three-year term of office until 6 September 2022.

Julia-Tabreham-WEB.jpgDr Julia Tabreham was appointed as Non-Executive Director on 7 September 2016 and holds a vital role in supporting the Trust's Board of Directors to provide effective and high-quality healthcare services to the local community.

She brings an independent perspective and leadership to the boardroom, ensuring that the Trust is governed properly – that it complies with regulations, achieves business strategies and that patient interests are fully represented. Julia, who has a PhD in offender health, moved into the voluntary sector from banking in 1992 to establish the Carers Federation, where she was chief executive until early 2016 when she retired. As part of this role Julia delivered NHS advocacy services in the patient and public involvement agenda. In addition to her role with the Carers Federation, she has been a non-executive director in the NHS since 2000. 

Julia is the Non-Executive Director Freedom to Speak Up lead. 

Julia was reappointed for a second three-year term of office until 6 September 2022.

Anne-Wright.jpgAnne, who formally took up her role on 11 January 2017, has a public health and GP practice background. She has experience at director and consultant level in Public Health medicine in the NHS as well as in local government. She has developed public health strategy and led strategically in large organisations. Anne has also worked in general practice in the UK and overseas.

Anne’s most recent substantive post was as Consultant of Public Health with Derby City Primary Care Trust (PCT), where she worked on reducing emergency admissions. In 2011 Anne became a magistrate and in 2013 she began to serve on social security tribunals as a medical panel member.

Anne's three-year term end date is 10 January 2020.

Geoff Lewins - Non-Executive Director DHCFT - 200x200 website.jpgGeoff Lewins began in post as a Non-Executive Director at Derbyshire Healthcare NHS Foundation Trust on 1 December 2017.

A qualified accountant by background, Geoff has a particular responsibility to chair the Trust’s Audit and Risk Committee. He joins colleagues on the Board of Directors in ensuring the organisation provides effective and high quality healthcare services to the local community, is governed properly and that patient interests are fully represented.

Geoff has over 30 years’ experience in finance, IT and governance, having recently worked as Director of Financial Strategy for Rolls Royce. He is also a Trustee of The Arkwright Society, an educational charity devoted to the rescue of industrial heritage buildings in Derbyshire.

Geoff has been appointed for a three-year term of office, until November 2020.

Suzanne Overton-Edwards.jpgSuzanne Overton-Edwards joined the Trust Board as an interim Non-Executive Director on 3 September 2019. 

Suzanne, who has a background in further education across London and Leicester, was previously a NExT Director at the Trust and has also participated in the NExT Directors’ Scheme at Nottinghamshire Healthcare NHS Trust.  

Suzanne is currently a Board member of the Leicester Lesbian Gay Bisexual and Transgender Centre and is a Trustee at Phoenix, a charity in Leicester for independent cinema, art and digital culture.

NExT Director

Perminder joined us on perminder-heer-web.JPG1 August 2019 as a placement through NHS Improvement’s NExT Director scheme. This scheme helps to find and support the next generation of talented people from black, Asian and minority ethnic (BAME) communities to become Non-Executive Directors in the NHS. Although NExT Directors are not members of the Board, they participate fully in Board and Committee meetings and other activities such as quality visits. Learn more on the NHS Improvement website.

Perminder is a dynamic and commercially focused HR professional with a proven track record of providing strategic input and executing high-quality HR services in fast-paced demanding and cross-cultural environments. She possesses a wealth of international experience, managing change and delivering engagement initiatives to drive the desired organisational culture.  

Perminder is our third placement under the scheme, which the Trust has been participating in since 2018 .
 

Role and Responsibilities of the Board of Directors

The Trust Board of Directors has a responsibility to make the best use of financial resources and deliver the services people need, to standards of safety and quality which are agreed nationally.

The role of the Board of Directors is to manage the Trust by:

  • Setting the overall strategic direction of the Trust within the context of NHS priorities
  • Regularly monitoring our performance against objectives
  • Providing effective financial stewardship through value for money, financial control and financial planning
  • Ensuring that the Trust provides high quality, effective and patient focused services through clinical governance
  • Ensuring high standards of corporate governance and personal conduct
  • Promoting effective dialogue between the Trust and the local communities we serve.

Our Trust Board meets monthly to discuss the business of the organisation. This meeting is held in public and anyone is welcome to attend and hear about our latest developments and performance.

Responsibilities of the Board of Directors

The Board of Directors ensures that good business practice is followed and that the organisation is stable enough to respond to unexpected events, without jeopardising services, and confident enough to introduce changes where services need to be improved.

The Board of Directors carries the final overall corporate accountability for its strategies, its policies and actions as set out in the Codes of Conduct and Accountability issued by the Secretary of State. In order to discharge its responsibilities for the governance of the Trust, the Board has established a number of Committees of the Board.

In making the most recent Non-Executive appointments, the Nominations Committee has taken account of the skills requirement advised by the Directors. The Trust Board is satisfied that all Directors are appropriately qualified to discharge their functions effectively, including ensuring management capacity and capability.
